North Carolina is now accepting applications for a new round of grants through the One North Carolina Small Business Program, a key funding source for small companies working on research, development, and early-stage technologies that can lead to commercial products.
“Young companies are responsible for the majority of net new job creation,” said N.C. Secretary of Commerce Lee Lilley. “The One NC Small Business Program provides funding to help these young companies bridge the gap between innovation and the marketplace, creating great jobs and new products that change the world.”
The state program works in conjunction with the federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs — collectively known as America’s Seed Fund — which provide non-dilutive funding for companies developing high-tech solutions. With more than $4 billion awarded annually through 11 federal agencies, SBIR/STTR grants help companies validate technologies, partner with research institutions, and accelerate commercialization.
Through the One North Carolina Small Business Program, the state supplements federal funding with grants that help companies reach milestones that can attract investors and lead to commercial success.
The program has two components:
- Incentive Funds: Reimburse eligible expenses for North Carolina businesses preparing a federal Phase I SBIR/STTR application.
FY 2026 funding available: $200,000
Expected to support approximately 25 grants
- Matching Funds: Awarded to North Carolina businesses that have already secured a federal Phase I SBIR/STTR award.
FY 2026 funding available: $1,876,560
Expected to support about 25 matching grants
The program is administered by the N.C. Department of Commerce’s Office of Science, Technology & Innovation on behalf of the N.C. Board of Science, Technology & Innovation.
Since its inception in 2006, the program has supported over 500 companies across 40 counties, created more than 2,000 high-paying jobs, and helped generate over $10 billion in follow-on investment.

Applications will be accepted until June 30, 2026, or until funds for the 2026 fiscal year are exhausted.
