GreenPower Motor Company Chooses New Mexico Border Hub for U.S. Manufacturing Expansion

GreenPower Motor Company Inc., a manufacturer of all-electric, zero-emission medium- and heavy-duty vehicles, has selected Santa Teresa, New Mexico, as the site of its new U.S. manufacturing headquarters—further strengthening the NMBorderplex’s position as a hub for advanced manufacturing, clean transportation, and cross-border trade.

Headquartered internationally in Vancouver, Canada, with existing U.S. operations in Southern California and West Virginia, GreenPower said the decision was driven by New Mexico’s growing electric vehicle ecosystem, the Santa Teresa Foreign Trade Zone (FTZ), and a competitive package of state and local incentives.

The planned 135,000-square-foot facility will serve as GreenPower’s base for North American manufacturing and its U.S. corporate headquarters. The project is expected to generate more than $200 million in economic impact over the next decade and create over 340 jobs.

“GreenPower’s decision to locate in Santa Teresa represents a meaningful investment in our local workforce and economy,” said Davin Lopez, President and CEO of the Mesilla Valley Economic Development Alliance. “This project brings high-quality manufacturing jobs and reinforces the NMBorderplex’s role as a destination for sustainable, long-term growth.”

State and local support played a key role in securing the project. New Mexico leveraged several economic development programs—including the Local Economic Development Act (LEDA), the Job Training Incentive Program (JTIP), Rural Jobs Tax Credits, and the High-Wage Jobs Tax Credit—to support GreenPower’s expansion and workforce development plans.

In a statement released previously by Governor Michelle Lujan Grisham’s office, GreenPower CEO Fraser Atkinson highlighted the company’s commitment to partnering with local communities, government leaders, and financial stakeholders. He noted that New Mexico’s expanding electrification and clean-energy ecosystem provides a strong foundation for sustainable manufacturing growth.

The Santa Teresa Foreign Trade Zone was another key factor, offering streamlined customs processes, supply-chain flexibility, and cost efficiencies—advantages that are increasingly important for manufacturers navigating global trade volatility.

“The Doña Ana County Foreign Trade Zone continues to be a powerful tool in attracting advanced manufacturing investment,” said Jerry Pacheco, Senior Business Recruiter with the New Mexico Partnership. “The FTZ enhances supply-chain efficiency and strengthens New Mexico’s competitive position.”

GreenPower’s move aligns with the state’s broader clean-energy goals. In 2025, the company partnered with the New Mexico Economic Development Department to launch the state’s first all-electric, zero-emission school bus pilot program, supporting the Energy Transition Act and New Mexico’s target of achieving 100% zero-carbon electricity by 2045.

“We are proud to welcome GreenPower to Doña Ana County,” said County Manager Scott Andrews. “This announcement reflects strong collaboration across state, regional, and local partners and reinforces our region’s leadership in clean transportation and advanced manufacturing.”

GreenPower expects to begin operations at the Santa Teresa facility in the first quarter of 2026, with full possession of the site anticipated by June 1, 2026—marking another milestone in the continued growth of the NMBorderplex.
