Abbott Launches Texas Regulatory Efficiency Office

Governor Greg Abbott officially launched the Texas Regulatory Efficiency Office (TREO) on Thursday, opening a new website and Regulation Evaluation Portal for Texans to submit feedback on state regulations.

“The State of Texas operates at the speed of business, and this new Texas Regulatory Efficiency Office will ensure we continue to foster economic opportunity and protect individual liberty,” Abbott said in a statement. “By cutting red tape and rooting out unnecessary regulations, we will make state government more responsive and more efficient to serve the people and job creators of Texas.”

The TREO website is designed as a “one-stop shop” for updates on the office’s work. Texans can use the portal to recommend regulations they believe should be reviewed. The site will expand over time as TREO’s efforts progress.

Abbott named Jerome Greener as TREO’s director earlier this month. The office, housed within the Governor’s Office, officially began operations on September 1, 2025, following the enactment of Senate Bill 14, nicknamed Texas DOGE (Regulatory Reform & Efficiency Act).

The legislation requires TREO to:

  • Help agencies identify and repeal unnecessary or ineffective regulations
  • Determine the regulatory costs placed on businesses and residents
  • Issue best-practice guidelines for how agencies adopt new rules
  • Ensure agencies perform required analyses such as cost and employment impact statements
  • Coordinate with an advisory panel of experts and stakeholders to solicit input

Lt. Gov. Dan Patrick, House Speaker Dustin Burrows, and Sen. Phil King were among Republican leaders who backed the legislation, while business groups praised the office as a win for entrepreneurship and small business.
