Woman arrested after investigation at Dallas massage business

DALLAS Ore. (KPTV) – A woman was arrested Wednesday after an investigation into alleged criminal activity at a massage business in Dallas, authorities said.

Police said the investigation began in November 2025, focusing on a business operating as Moon Spa at 164 Southeast Washington Street.

On March 25, officers served a search warrant at the business with investigators from the Oregon Board of Massage Therapists. During the search, authorities contacted Tsai Hsia Wu, 63, of Dallas.

Wu was arrested at the scene and booked into the Polk County Jail on charges including third-degree sexual abuse, promoting prostitution, prostitution and practicing massage without a license, police said.

The investigation is ongoing.
