Homeless man allegedly threatened Watertown business owner with knife

WATERTOWN, New York (WWNY) – A homeless man is accused of threatening a Watertown business owner with a knife.

City police allege that 41-year-old Thomas Folsom displayed a knife at Rhonda’s FooteWorks at 146 Arsenal Street last Wednesday.

Folsom is accused of making threatening statements to the owner, Rhonda Foote, while waving the knife.

Police charged him with criminal possession of a weapon and menacing.
