BECKLEY, WV (WVNS) — The first West Virginia law of 2026 was signed by Governor Patrick Morrisey on Monday, February 23, 2026.

The Small Business Growth Act is designed to bring in private investments and expand nontraditional lending opportunities all with the intent on giving small business owners a bit of a boost.
Sarah Carter, owner of two small businesses, Lavender Hill Roost and Beckley Downtown Market, is glad the state is seeing the value in helping small business owners.
“I’m thinking about opening another business in the future. I could have used some help and I know I’ll need it in the future. So, the more they do for us, the more we’re gonna stay in the state, and businesses we’re gonna open,” said Carter.

Carter said she and several other small business owners are thrilled at the support.
She hopes the state will continue to focus on small businesses owned and operated by native West Virginians.
She also hopes that more people will come and open new businesses in the state and grow our economy further.
